Bernard Taylor's Plan for District 21

Policies built from real conversations with the people who live and work here.

🏠

Affordable Housing

Every family deserves a stable home in the community they call theirs.

Key Commitments

  • Cap annual rent increases at 3% or CPI, whichever is lower
  • Fund construction of 5,000 new affordable housing units over 4 years
  • Ban no-cause evictions and extend notice periods to 90 days
  • Create a first-time homebuyer grant of up to $20,000 for District 12 residents
  • Require 20% affordable units in all new developments over 50 units
  • Establish a Community Land Trust to permanently protect affordable stock
🔥

Public Safety & Fire Services

As a firefighter for 25 years, John knows what safe communities actually need.

Key Commitments

  • Hire 80 additional firefighters and fully staff all 9 district fire stations
  • Modernise fire equipment fleet — no crew should go to a scene with 20-year-old gear
  • Expand mental health crisis response: trained counsellors alongside first responders
  • Launch a community fire safety programme in every district school
  • Double the youth intervention budget to keep kids out of harm's way
  • Establish a civilian oversight board with real investigative powers
🎓

Public Education

A child's postcode should never determine the quality of their education.

Key Commitments

  • Fully fund every public school in the district — end the funding gap
  • Raise starting teacher salary to $55,000 with annual cost-of-living increases
  • Universal pre-K for all District 12 3 and 4 year olds
  • Free community college for any district resident within 5 years of graduation
  • Expand school counsellor ratios to 1:250 (from current 1:450)
  • Invest $40M in school building upgrades over 4 years
⚕️

Healthcare

Healthcare is a right, not a privilege that ends at your employer's discretion.

Key Commitments

  • Expand Medicaid eligibility to cover all adults up to 200% of the poverty line
  • Protect coverage for pre-existing conditions — no exceptions
  • Cap monthly insulin costs at $35
  • Fund 3 new community health clinics across the district
  • Expand mental health and addiction services by 60%
  • Negotiate prescription drug prices directly with manufacturers
⚖️

Workers & Economy

An economy that works for working people, not just the people at the top.

Key Commitments

  • Raise the minimum wage to $20/hour, indexed to inflation
  • Guarantee paid sick leave for all workers — 10 days per year minimum
  • Strengthen collective bargaining rights and protect union organising
  • Create 10,000 union apprenticeship positions in construction and clean energy
  • End taxpayer subsidies for companies that offshore jobs or bust unions
  • Establish a small business lending fund with below-market interest rates
🌱

Climate & Clean Energy

The same frontline workers hit hardest by climate change deserve the jobs fixing it.

Key Commitments

  • Transition District 12 to 100% clean electricity by 2040
  • Create 10,000 local green jobs — all union, all paying living wages
  • Ban new fossil fuel extraction permits within district boundaries
  • Invest $80M in weatherising affordable homes to cut energy bills
  • Expand public transit and bike infrastructure to cut car dependency
  • Plant 50,000 trees across the district by 2030
